MOTION CALLING ON THE STATE GOVERNMENT TO REGULATE THE ACTIVITIES OF PRIVATE MEDICAL HEALTH CENTRES IN THE STATE

The Rt. Hon. Speaker, my distinguished Hon. Colleagues; to bring happiness to our respective families is to ensure and enjoin good health. It is not our wealth but health that can give us happiness. And to bring peace to our respective constituencies is to be certain that our health care providers deliver on their responsibilities in delivering health care services for our collective good, for our peace of mind and in pursuit of our dreams.
Concerned, persistently, with low quality and inadequacy of health services, the private health practitioners were encouraged to provide services as alternative to public health institutions and to serve as unavoidable choice for consumers of health care in Nigeria and Kogi State in particular. Today, limited information exists on the size and structure of both registered and unregistered private health care centres providing health care services but facts have emerged to indicate abuse, exploitation and failure in service delivery in some of our private health centres.
Whereas, this august Assembly passed a law, gazetted and cited as the Private Hospital and other Health Institutions Law to regulate the establishment, health and medical services in private health institutions. These institutions, regrettably, are left without being effectively regulated. Most of these institutions are now making and saving more money than lives. A visit to some health centres would convince you of the need to check the excesses and extreme cases of abuse in private health centres. Such centres operate without qualified personnel, nurses serving as doctors, lab technicians as nurses. Such centres deepen health problems with wrong diagnosis. Such centres charge more and exorbitantly. Such centres are often not giving the required medical services to unsuspecting consumers who rightly believe that private institutions are hallmark of efficiency, value for money, and better health care services.
Prayers:
Be it, therefore, resolved as follows:
1. That a strongly worded Resolution of this august Assembly be conveyed to the State Government urging it to enforce the State Law on Private Hospitals and other Health Institutions; and
2. That the State Ministry of Health be directed to constitute a task force to regulate the activities of the private health institutions in the State.
