HON.HARUNA IDOKO MUSA, a consummate parliamentarian with remarkable records in legislative debates.
As a legislative Clerk both at table and of Committee, I do the job of taking records of legislative activities within the purview of my jurisdiction. This does not just brought me closer to the Honourable members but equally provided me the opportunity to view and examine how effective they carryout activities of representation either on the floor of the House or on oversight. In my years of practice, I came across some great parliamentarians who against all the odds in our political system distinguished themselves by aligned with the people’s preferences in every aspect of their legislative dealings. Notable among them and worthy of been recorded for posterity is Distinguished Hon. Haruna Musa Idoko of Idah State Constituency (2007-2015).
During the above years, I watched an imperially slim vibrant legislature of Idah State Assembly doing responsive representation, making impact towards driving the House debate to the best possible standard and as stipulated in the rules of the House. This no doubt, was made possible by his acquaintance with the House rules.
It is common of most charismatic leaders that whenever they rise and speak, they put their audience in absolutely silence in anticipation of superior opinion. The silence that echoes the chamber of Kogi State House of Assembly whenever H.I.M addresses the House was not just the testimony of his charisma/intelligence but kept us wondered how needless is the work of the Chief Whip if the hallow chamber is filled of such a charismatic lawmaker. Among those who got my attention in same regards were Hon. Akawu Salihu of Kogi/KK Const, Hon. Yakubu Yunusa of OFu Const. and Hon. Gabriel Daudu of Ogori/magogo Const. The aforementioned Members top list of those who had impressed me within the year under review.
Haruna Idoko Musa with sound knowledge in legislative practice and procedures viz-a-viz public finance was appointed as the Chairman, House Committee of Finance, Appropriation and Budget Monitoring, a very sensitive Committee of the House where he serve a reasonable period of time. Worthy of note is the fact that this Committee is charged with the responsibility of conducting legislative insight or review of the annual Appropriation bill of Kogi State government before reporting back to the House for passage. This Asset of Igala extraction in the person of H.I.M had in his time turned in people’s preference reports which today become guides for some legislative staff.
Very inspiring are his superior argument and style of presentation whenever the RT. Hon. Speaker call on him to make final contribution before rulings on delegate matters
Hon Musa is not just an asset to the Idah Constituency but a pride to the entire Igala people.
Knowing a man of these outstanding traits is a great opportunity for me and I pray for him higher responsibility
