Hon. Oparison who christened his budget as “BUDGET OF CONSOLIDATION” was on early hours of Tuesday 03/01/2023 accompanied by the DLG, Treasurer and all his appointees, Party Chieftains and Security chiefs, presented 2023 budget estimate proposal to the legislative Councl as below:

With gratitude to God, I sincerely welcome you all the hollowed chamber of Ogori-Magongo legislative council for the presentation of year 2023, Ogori-Magongo Local Government budget estimate.
This is in compliance with the international public sector accounting standard(IPSAS) to always subject council’s programmes and activities to the scrutiny of the legislative arm for good checks and balances between the two Arms of Government.
The Honorable Leader, Distinguished Councillors, you will all agree with me that budgeting is a global function of any Democratic Government which his Excellency alhaji yahaya Bello has ensured in all the LGA’s in the State. The task of good governance are enormous. In this vein they are surmountable with your harmonious working relationship, support and understanding as well as team spirit. Let us look at the appraisal of year 2022 budget.
2022 BUDGET PERFORMANCE
The Honorable members permit me to refresh our memory on the general performance of our 2022 budget/supplementary budget of Ogori-Magongo Local Government for 2022 fiscal year, amounting to One Billion, Six hundred and Fifty One Million, Three hundred and Thirty Nine Thousands, Six hundred and Sixty Naira( #1,651,339,660) Three hundred and fifty million Naira.(350.000.000) respectively. This LGA was among the leading LGA’s in terms of fulfilment of recurrent expenditure obligations during the 2022 fiscal year of this took up a large chunk of total revenue accruable to the Local Government. The council was able to accomplish some stride in:
Economic Sector : ( Purchase of of tractors and Agricultural equipments, Fertilizers and facilities.
Social Sector: (Purchase of drugs and medical equipments to and of the educational materials)
2023 BUDGET ESTIMATE
The 2023 budget estimate Christen “budget of consolidation” is the 2nd to be handled wholly by this administration. On this note I hereby present before this hollowed chamber a total budget package of One Billion, nine hundred and Eighty Eight million, Three hundred and Thirty Nine Thousand Nine hundred and ninety Naira(#1,988, 339,990) only for the period of 1st January to 31st of December 2023. A breakdown of the figures is as follows.
(a) Recurrent expenditure

(b) Capital Expenditure
Total sub. #1,052,731,360
GRAND TOTAL
The above estimate are to be financed from a revenue total of the same amount One Billion nine hundred and Eighty Eight million, three hundred and Thirty Nine Thousand, Nine hundred and Ninety Naira(1,988, 339,990)only in compliance with the tradition of a foundation budget.
CONCLUSIONS:
It should be noted that there should be a genuine need for leadership of the two Arms of Government both the Executive and the Legislature are to work closely to attain the State target, I wish to call on all and sundry to join hands with the administration in our quest to serve humanity.
This is time for prudent and elimination of linkages in other to consolidate on our past achievements. Therefore, transparency, objectivity and accountability should be our watch words
The Distinguished honorable members, ladies and gentlemen the call for greater understanding and harmonious working relationship is apt here. I hereby solicit for accelerated consideration and passage of this all important budget estimate for upliftment and development of our Land.
